The 13th Five-Year Plan for the Development of Energy Conservation and Environmental Protection Industry

The development of energy conservation and environmental protection industry is a major measure to cultivate new drivers of development and improve green competitiveness, an important support to supplement the shortage of resources and environment and improve the quality of ecological environment, and an objective requirement to promote the construction of ecological civilization and build a beautiful China. In order to accelerate the cultivation of energy conservation and environmental protection industry as a pillar industry of China's national economy, this plan is formulated in accordance with the 13th Five-Year Plan for National Economic and Social Development.

1、 Development basis

During the "12th Five-Year Plan" period, with the support of a series of national policies and the joint efforts of the whole society, China's energy conservation and environmental protection industry has achieved remarkable results. The industrial scale has expanded rapidly. In 2015, the output value was about 4.5 trillion yuan and the number of employees reached more than 30 million. The level of technical equipment has been greatly improved. The technical level of high-efficiency coal-fired boiler, high-efficiency motor, membrane bioreactor, high-pressure filter press and other equipment is internationally advanced. Major breakthroughs have been made in the ultra-low emission of coal-fired units, clean and efficient processing and utilization of coal, and remanufacturing technology. It has world-class equipment supply capabilities such as dust removal and desulfurization, domestic sewage treatment, waste heat and residual pressure utilization, and green lighting. The industrial concentration has increased significantly, and more than 70 leading energy-saving and environmental protection enterprises with an annual operating income of more than 1 billion yuan have emerged, forming a number of energy-saving and environmental protection industrial bases. The energy conservation and environmental protection service industry has maintained a good momentum of development, and service modes such as contract energy management and third-party treatment of environmental pollution have been widely applied. A number of manufacturing enterprises have rapidly transformed into production and service enterprises.

At the same time, there are still many difficulties and problems in the development of China's energy conservation and environmental protection industry, which are highlighted in the following aspects: weak independent innovation ability, lack of basic, pioneering and disruptive technological innovation, some key equipment and core components are subject to human control, difficult technologies such as waste leachate treatment, high-salt industrial wastewater treatment, energy system optimization, etc. need to be broken through, and the supply capacity of high-end technical equipment is not strong. The market order is not standardized, the problem of vicious competition in environmental infrastructure construction and other fields is prominent, local protection is serious in some regions, market competition is not sufficient, product energy efficiency and water efficiency false standards are repeatedly prohibited, and some backward and inefficient technical equipment form a market squeeze on high-end products. Breach of contract in the energy conservation and environmental protection service industry has increased, and institutional arrangements have not yet been established for dispute settlement. The system is not perfect, the construction of energy conservation and environmental protection standards lags behind, the preferential tax policies need to be further implemented, the problem of difficult and expensive financing for enterprises is prominent, and the green consumption lacks strong guidance.

Improving the efficiency of resource utilization, protecting and improving the ecological environment are the eternal theme of the development of human society and the urgent task of China's development. China's resource and environment situation is grim, with the world's strongest demand for environmental improvement, the largest energy conservation and environmental protection market, and a good industrial development foundation. There is great potential to develop energy conservation and environmental protection industry. We should seize the historical opportunity, promote the integrated development of energy conservation and environmental protection industries and traditional industries, do a good job in the green transformation of the stock and incremental green construction, improve the green competitiveness of the economy as a whole, promote the green transformation of economic and social development, and achieve greater environmental and social benefits at the least cost.

By 2020, cultivate a number of large energy-saving and environmental protection enterprise groups with international competitiveness, and cultivate more than 100 backbone enterprises in key areas of energy-saving and environmental protection industry. We will form 20 energy conservation and environmental protection industrial clusters with strong industrial supporting capacity, large radiation and driving role, and high service guarantee level.

3、 Improve the supply level of technical equipment

Increase investment in research and development, strengthen the tackling of key technologies, promote interdisciplinary technological innovation, accelerate the transformation of scientific and technological achievements, carry out green equipment certification and evaluation, eliminate backward supply capacity, focus on improving the supply level of energy conservation and environmental protection industries, and comprehensively improve the green competitiveness of equipment products.

(1) Energy-saving technical equipment

Industrial boiler. Accelerate the development of high-efficiency clean combustion equipment such as high-efficiency low-nitrogen burner, intelligent air distribution system, and high-efficiency heat exchange equipment such as corrugated plate heat exchanger and threaded tube heat exchanger. Support the development of online diagnosis and expert consultation system for boiler system energy efficiency, matching and optimization technology for main and auxiliary equipment, and continuously improve the level of boiler automatic regulation and intelligent combustion control. Promote the industrialization of high-efficiency and environment-friendly circulating fluidized bed, industrial pulverized coal boiler and biomass briquette boiler. Boiler manufacturing enterprises are encouraged to provide integrated services such as design, production, installation and operation of boilers and supporting environmental protection facilities.

Motor system. Strengthen the research and development of core components such as insulated grid type power tubes, special amorphous motors and amorphous reactors, accelerate the application of core technologies such as ultra-high power high-voltage frequency conversion, reactive power compensation control system, as well as key materials such as cold-rolled silicon steel sheets and new insulating materials, promote the integrated design of electromechanical equipment such as high-efficiency fans and pumps, and promote the motor and drive system, power electronics technology, modern information control technology Integration of measurement and testing technology. Accelerate the R&D and demonstration of new high-efficiency motors such as rare earth permanent magnet coreless motors.

Energy system optimization. Strengthen the research and development and promotion of system optimization technology, encourage the integrated and optimized application of advanced energy-saving technology, information control technology and traditional production technology, and strengthen the energy conservation of process industry systems. For the new capacity and the existing capacity with conditions, take the integrated design as the breakthrough to form a comprehensive energy-saving process and technology route through the production process of the entire industrial enterprise.

Column 1 Key energy-saving technologies for energy system optimization in key industries

(1) Steel industry

Develop efficient recovery and resource utilization technology of hot slag waste heat, new technology of composite iron coke, heat exchange two-stage coke oven technology, etc. Promote "one pot to the bottom" hot metal supply, sintering flue gas circulation, high temperature and high pressure dry quenching and other technologies.

(2) Nonferrous industry

Develop large-scale and intelligent technology of aluminum reduction cell, continuous or semi-continuous magnesium smelting technology, etc. Popularize technologies such as direct supply of aluminum liquid, new structure aluminum electrolytic cell, efficient and strengthened Bayer process alumina production, oxygen-enriched smelting, and continuous copper smelting.

(3) Petrochemical and chemical industry

Develop green preparation technology for oil and bulk chemical raw materials, intelligent control technology for heat exchange system of petrochemical plant, etc. Promote refining and chemical energy system optimization, olefin raw material lightweight, efficient and clean advanced coal gasification and other technologies.

(4) Building materials industry

Develop the fuzzy control strategy for the whole process of cement manufacturing, the new technology of flat glass energy-saving furnace, and the digital intelligent control and management technology for float glass production process. Promote technologies such as high-efficiency clinker calcination, pure low-temperature waste heat power generation of glass furnace, ceramic thinning and wet-drying.

(5) Coal chemical industry

Vigorously develop high quality and efficient utilization technology of coke oven gas, coal tar, calcium carbide tail gas and other by-products.

The residual energy is recycled. We will strengthen technical breakthroughs in organic Rankine cycle power generation, absorption heat exchange centralized heating, and low concentration gas power generation, and promote the recovery and utilization of low-grade waste heat and residual pressure resources. Accelerate the development of waste heat recovery and utilization technologies such as slag, billet and steel, and promote the recovery and utilization of solid waste heat resources. We will explore new ways to use waste heat and residual pressure, and encourage research and development of waste heat thermoelectric power generation, new phase change heat storage materials, and liquid metal waste heat utilization heat exchanger technology. Promote the cross-industry collaborative utilization of waste heat and pressure and the application of waste heat heating.

Lighting and household appliances. Promote the development level of semiconductor lighting energy saving industry, accelerate the research and development of key technologies such as large-scale epitaxial chip preparation and integrated packaging, accelerate the industrialization of silicon substrate LED technology, promote the industrialization of key materials and equipment such as high-purity metal-organic compounds (MO sources), production metal-organic source chemical vapor deposition equipment (MOCVD), and support the development of LED intelligent system technology. We will significantly improve the energy efficiency of major energy-consuming appliances such as air conditioners, refrigerators, televisions, water heaters, and accelerate the promotion and application of general technologies such as intelligent control and low standby energy consumption technology.

Green building materials. Encourage the development of exterior wall thermal insulation materials with good thermal insulation, thermal insulation and fire protection performance, convenient construction and long service life, low radiation coated glass, bridge insulation doors and windows, sunshade system, etc., develop and promote the integration of structural and thermal insulation decoration exterior wall panels, and guide the application of high-performance concrete, high-strength steel and other building materials. Support the development of environmentally friendly architectural coatings and adhesives, and promote the application of polymer waterproof materials, sealing materials and heat reflective films.

(2) Environmental protection technical equipment

Prevention and control of air pollution. Accelerate the development of flue gas multi-pollutant collaborative treatment technology and its integrated process, complete equipment and catalyst, tackle the ammonia escape control of low-nitrogen combustion and denitration process, the joint removal of PM2.5 and ozone main precursors, and the collaborative control technology of kiln multi-pollutant, and develop the recovery and utilization technology of desulfurization, denitration, dust removal, and mercury removal by-products. Promote technology R&D demonstration and application in steel, cement and other industries aiming at special emission limits or higher standards.

Prevention and control of water pollution. Strengthen the research and development of key technologies such as the treatment of high concentration and refractory industrial wastewater, the control of water eutrophication, and the up-to-standard discharge of total phosphorus, and strive to break through the water safety assurance technologies such as the treatment of algal toxins and the removal of disinfection by-products of drinking water. Carry out research on groundwater pollution traceability technology, remediation materials and technology, carry out prospective technical research on biological toxicity and acute toxicity of industrial wastewater, and develop new and efficient water treatment materials and biological agents for water treatment. Accelerate the promotion of reverse osmosis membrane and nanofiltration membrane, improve the performance of membrane bioreactor and reduce costs. Carry out the research and development and demonstration of high-efficiency and low-consumption domestic sewage treatment and reuse process, and demonstrate and promote the harmless and resourceful treatment technology of sludge. We will vigorously promote low-cost, micro-power small-scale water treatment technology and livestock and poultry breeding non-point source pollution control technology, and promote the decentralized treatment of domestic sewage in small towns and rural areas, as well as production and domestic sewage in construction camps.

Prevention and control of soil pollution. Enhance the diagnosis level of soil pollution, and enhance the risk management and control capabilities of risk identification, rapid detection of pollutants, and soil and groundwater pollution barrier. Break through the technical and cost bottlenecks of functional materials (chemicals), soil conditioners and remediation agents. Accelerate the localization of special engineering equipment for in-situ repair. Strengthen the technical reserve of life science and technology in the field of soil remediation. Improve the technical level of rapid detection and remediation of heavy metals and persistent organic pollutants in farmland soil, and the technical level of numerical simulation of risk assessment of contaminated sites. Carry out remediation of contaminated sites and mines, and promote pilot demonstration of soil pollution control.

Treatment and disposal of urban domestic garbage and hazardous waste. Improve the technical level of domestic waste incineration fly ash, concentrated leachate and landfill gas utilization, and accelerate the complete set of low-cost small waste treatment facilities in villages and towns
